Exposed: Musk and DOGE Team Reveal Non-Citizen Surge in Benefits and Voter Rolls—Call for Urgent Reform
In a high-impact town hall in Green Bay, Wisconsin, entrepreneur and government efficiency czar Elon Musk joined private equity leader Antonio Gracias to unveil what they described as a shocking discovery: a surge in non-citizens receiving Social Security Numbers—and possibly gaining access to voting systems and federal benefits.
The event, which took place as Musk campaigned for conservative Wisconsin Supreme Court candidate Brad Schimel, put a spotlight on what Musk called a “coordinated effort under the Biden administration” to reshape the American electorate and expand access to taxpayer-funded services for non-citizens.
Alarming Surge in Non-Citizen SSNs
According to data presented by Musk and the Department of Government Efficiency (DOGE), Social Security Numbers (SSNs) issued to non-citizens skyrocketed from 270,000 in 2021 to over 2.1 million in 2024—a nearly eightfold increase. In total, the DOGE team estimates that approximately 5 million non-citizens are now embedded in the system, with a significant number receiving public benefits.
“This is not a mistake,” Musk emphasized. “This was deliberate policy. The purpose is to fundamentally alter the American voting landscape.”
Fraud, Benefits, and Voter Rolls
Gracias, a DOGE team member and son of legal immigrants, said the team initially went to the Social Security Administration (SSA) to investigate fraud. Instead, they discovered 1.3 million non-citizens on Medicaid and over 5.5 million participating in federal benefit programs. Even more troubling, Gracias said they uncovered evidence that non-citizens had registered to vote—and some even cast ballots.
“We’ve referred these cases to the Department of Homeland Security for prosecution,” Gracias confirmed.

How the System Is Being Exploited
The process, Gracias explained, is surprisingly simple: A migrant crosses the border and receives a “Notice to Appear” before an immigration judge—an appointment often delayed by as much as six years due to a backlog of only 700 judges.
“In the meantime,” he said, “they apply for work authorization using standard federal forms. Once approved, they are issued a Social Security Number—no interview, no ID verification. Just a number in the mail.”
Gracias and Musk argued this loophole incentivizes illegal immigration while opening the floodgates for benefits fraud and potential voter manipulation.
Human Cost and Trafficking Crisis
The investigation also uncovered a darker side to this system: Human trafficking. Gracias estimated that cartels and traffickers have made between $13 and $15 billion exploiting migrants using this process.
“These are not just economic migrants,” Gracias warned. “Many are being trafficked, and once they arrive, they’re trapped in debt bondage. If they don’t pay, the consequences can be deadly for their families.”
Gracias also cited ICE data revealing 30,000 unaccompanied children never appeared for court dates, and over 270,000 were never even scheduled to appear.
A System Incentivizing Abuse
Musk criticized the Biden administration, stating that this wasn’t a case of oversight or incompetence.
“They weren’t asleep at the wheel,” Musk said. “This was intentional. The result is a humanitarian disaster, a drain on our economy, and a threat to election integrity.”
