Ballots Without Consent: Detroit Activist Exposes Voter Fraud Pattern Before Lawmakers

LANSING, MI — In a bold appearance before the Michigan House Election Integrity Committee, Detroit resident and election integrity activist Ramon Jackson delivered a damning account of what he described as a widespread and systemic effort to unlawfully inflate voter rolls and manipulate elections in Michigan’s largest city.

Jackson, accompanied by Detroit Pastor Lorenzo Sewell, testified that the Secretary of State’s office and Detroit City Clerk Janice Winfrey’s office are “preying” on residents with low or nonexistent voter histories — especially those who frequently move or have left Detroit altogether. According to Jackson, these individuals are unknowingly being registered — or re-registered — to vote, and their identities are being used to cast illegal ballots.

“People have voters registered to their homes in Detroit, and they don’t have no clue who these people is,” Jackson told lawmakers. “People are being registered unlawfully back to Detroit when they leave, or when they move to a different state.”

Jackson claimed to have gathered signed affidavits from individuals whose names were used without consent. He detailed how Michigan’s voter rolls are being bloated with these phantom registrations, describing Detroit as the “epicenter” of the operation.

ERIC and the Data Pipeline

A key component of Jackson’s claims centers around the controversial Election Registration Information Center (ERIC), a nonprofit data-sharing consortium previously chaired by progressive activist David Becker. Michigan is one of several states that relies on ERIC to manage and “clean” voter rolls.

Jackson asserted that ERIC shares data with Michigan Secretary of State Jocelyn Benson’s office, creating profiles on voters who move. He alleges these profiles are used to flag inactive voters as prime targets for fraudulent re-registration.

“ERIC plays a part into this whole elaborate scheme,” Jackson said. “Once ERIC does a profile and sees a person hasn’t voted or moved away, that’s the cheat sheet. They become prime candidates to be registered back into Detroit and put on the rolls.”

The origins of ERIC have raised eyebrows in conservative circles. Founded by the Pew Charitable Trusts in 2012, ERIC received over $700,000 in grant funding from George Soros’s Foundation to Promote Open Society — a detail Jackson used to underscore his concerns about potential partisan influence.

“They Don’t Even Know They’re Being Used”

One of the most disturbing revelations in Jackson’s testimony was that many of the people whose identities were allegedly used to cast illegal votes were completely unaware.

“Most of the people don’t have a clue this is going on,” he said. “And the ones that do — they don’t care.”

Jackson emphasized that his efforts to uncover voter fraud were not based on theory or political spin but on “iron-clad” documentation and direct conversations with victims. He plans to release more evidence in future reports, which he says will include names, dates, and physical addresses involved in the scheme.

What’s Next

Jackson’s allegations — if proven — could dramatically shift the ongoing debate around election integrity in Michigan. His testimony has sparked calls for a deeper investigation into ERIC’s role, voter roll maintenance, and transparency from Secretary of State Benson’s office.

“Detroit has been bleeding population for years,” Jackson said. “But the voter rolls just keep growing.”
